How can we trust developers and land owners to provide the housing we need?

I have to post again about the 3 houses at Micklepage that were built surreptitiously by the developer as 4/5-bedroom houses (and in the wrong locations) behind hoardings and without the community being informed, instead of the 3-bedroom houses that they had planning permission for.
They eventually received retrospective planning permission after many attempts, to adapt the design to limit the number of bedrooms to 3 for each house, which I still contend will be easily modified by occupants to have 4 bedrooms. This they have not actioned, but instead have submitted an appeal to the Planning Inspectorate to retain the houses as they have already built.
This developer typifies the greed that pervades the new housing industry, he has illegally built houses contrary to planning permission and the stated aims of the Neighbourhood Plan, just for his own gain.
Please understand that with this Appeal, Greenplan (the developers) are seeking permission for the 3 houses exactly as they have built them, that is with four upstairs bedrooms with accompanying en-suite contrary to the Neighbourhood Plan and original planning permission that clearly stated the houses should have only three bedrooms.
We now have a chance to put the facts and our feelings to the Planning Inspectorate. This has to be undertaken by a written submission, by post or via their web-site. The Parish Council have provided a link with instructions on how to access, register and make a representation to the Planning Inspectorate.

We need as many people as possible to make representations, even if you have previously objected on the HDC Planning web-site.
In my opinion we should still be calling for these houses to be demolished and the developer instructed to re-build strictly in accordance with the original planning permission. Otherwise what is the point of planning approval if a developer can simply ignore it and then apply for retrospective approval?
